Atlanta-Fulton County was built to attract pro baseball and pro football to Georgia's capital and largest city. It was proposed in 1961 and ground was broken in 1964 almost immediately after an unidentified Major League Baseball team agreed to move to Atlanta provided a stadium was built. For a time it looked like the A's would move to Georgia (among other possibilities), but it turned out to be the Milwaukee Braves who moved into the new ballpark in 1966.
